The following information regarding MassDOT’s Cost Recovery Program was just provided to key Highway Division employees. Please feel free to share this with you member firms:
The MassDOT Highway Division recently issued a revised Standard Operating Procedure for its Cost Recovery program (S.O.P. No. HED-70-01-1-000). The updated S.O.P., dated 2/20/24, includes a change to the dollar threshold for initiating cost recovery on an Extra Work Order determined to be caused by a design error – from the previous level of $5,000 to the new level of $20,000.
The updated S.O.P. also includes other minor changes to reflect our current organizational structure, including the addition of the Chief Engineer to the Standing Committee as a formal voting member. Further, the updated S.O.P. includes some new procedures for working with design firms during the cost recovery evaluation process, to provide them with an opportunity to participate in our discussions prior to making final decisions. MassDOT has been employing this technique for the past few years, with much success and with much support from the design community.
Construction field personnel should use the 2/20/24 version of the Cost Recovery Inquiry Form to initiate new cost recovery issues, beginning immediately.
The Cost Recovery S.O.P. and the Cost Recovery Inquiry Form are available on the MassDOT Highway Field Operations website.
