Dear Appliance Efficiency Standards Stakeholder,
An Act Creating a Next-Generation Roadmap for Massachusetts Climate Policy ("the Act"), signed by Governor Baker on March 26, 2021, included new energy and water efficiency standards for 15 new product types. On December 24, 2021, DOER promulgated regulations pursuant to the Act that cover the following:
These appliance efficiency standards will contribute to the Commonwealth's clean energy and climate goals by providing energy and water savings, greenhouse gas emissions reductions, and cost savings to consumers, assisting the Commonwealth in meeting its obligations under the Global Warming Solutions Act and Climate Act.
Thank you to those who reviewed and provided public comments on DOER’s Draft Guideline issued in August 2022. On Today, DOER published its final Guideline interpreting 225 CMR 9.00 (Appliance Efficiency Standards) providing additional detail about how the regulation will be implemented. The Guidelines specify the requirements for all regulated parties, including manufacturers, distributors, retailers, and installers of the product types in the Regulation and how DOER will enforce those requirements. The Guideline describes how manufacturers need to comply with the regulation moving forward and how sellers and installers will comply beginning on January 1, 2023.
