To the ACEC Community,
Every new Congress brings fresh opportunity for ACEC’s Advocacy Team to educate lawmakers about the unique challenges facing our industry. With each party holding slim majorities, we are focusing our efforts on issues that we believe are not only priorities for our Member Organizations, but also have wider implications for our economy as a whole.
We have identified several legislative priorities to guide our advocacy efforts over the next two years. One such priority is to work with Congress to reauthorize and expand airport funding programs managed by the Federal Aviation Administration. In tandem, we will push to lift the cap on passenger facility charges (PFCs) and support language to facilitate the use of new technologies.
Our team will also focus our efforts on immigration/workforce, energy and NEPA reforms, and numerous regulatory initiatives impacting overtime salary thresholds, greenhouse gas emissions, a proposed ban on non-compete agreements, Davis-Bacon requirements for surveyors, and others.
ACEC continues to be very focused on exploring options for successful passage of legislation in the Senate to resolve the PPP/FAR credits clause issue, as well as additional legislative options and greater emphasis on regulatory engagement.
On the R&D tax credit five-year amortization issue, we’re about to launch a new grassroots effort, in coordination with other stakeholders, to build support for relief legislation in Congress, and we will continue to coordinate with lawmakers and the House and Senate tax-writing committees to push through a solution as soon as possible.
Lastly, we will continue our advocacy efforts around IIJA implementation issues, including Buy America requirements, contract escalation issues, and promotion of lump-sum contracts by State DOTs.
You, our member firms, are the engine that propels our economy. The issues that affect the strength of your businesses are the issues that affect the strength of our country. We will continue to serve as your voice on these issues, and to be a partner in building a climate that is conducive to progress.
